Anwar is engaged in private business in Naryn. He has a small bath.

On August 28th 2012, RES installed a new electronic counter from China in Anwar’s bath. In less than one month, the counter showed the consumption to be 2284 kilowatt-hours, which was several times more than usual. Anwar also questioned the accuracy of the counter, since no water had been used in 10 days yet the receipt showed a large sum.

As Anwar doubted the new electric metre, he asked the staff of Naryn RES to check the counter on 20 September 2012. When no clear answers were given by the power company he appealed to the PC PREC Naryn.

PC PREC Naryn discussed Anwar's issue during a meeting with the chief of RES Y.Narkeev and employees of Energosbyt. They agreed to consider Anwar's complaint in detail. To do this, the head of the RES with two inspectors arrived at the client’s office. After the inspection protocol was drawn up, a decision was made by the commission.

Result: RES experts inspected the electricity metre and measured the boiler for heating water. It was found that the consumer additionally attached three electric heaters with a capacity of 3 kW each. The electronic counter was also sent to the State Standard of Naryn to be checked. Based on the verification, it was found that the counter works well with no defects. The consumer agreed that the new power connected to boiler increased consumption. After that Anwar paid the full amount for the electricity consumed. Claims to the power company had been exhausted. He also decided to buy coal in the future to save money on electricity consumption.
