OFFICE EQUIPMENT WAS BROKEN DOWN DUE TO VOLTAGE

On October 20th 2012, the Free Economic Zone (FEZ) "Naryn" reported to the PC PREC about a jump of electric power in the organisation's office on Lenin Street, resulting in burned lights and office equipment (computers, scanners, and so on). PC PREC specialists, together with the management of FEZ "Naryn" and financial police, inspected the office premises. At the same time, experts of PC PREC informed the dispatcher service of RES. After a while the emergency service of RES came and after a visual inspection of the building and without making any instrumental measurements, left concluding that there was no electrical overvoltage.

Then specialists of PREC helped to draft the act to RES about the supply of low-quality energy which resulted in an accident that had to be compensated.

According to the Law on Electricity, electricity supply that does not meet the requirements of state standards and causes material damage is certified by an act and drawn up by the client and the representative of electricity supply organization. If a representative from the power company does not come within 6 hours after the call, three clients powered by a single line can sign the act. In addition, the consumer should contact the National Centre for Expertise under the Ministry of Justice of the Kyrgyz Republic to establish the causes of equipment failure.

If an examination shows that failure of the equipment is due to poor electricity quality, all costs for the repair of household appliances (proven by receipts) should be reimbursed.

RESULT: A state technical expertise inspector took part in problem solving. The issue was solved at the level of 2 party dialogue because the procedure and complaints mechanisms are elements that depend on the consent of energy companies
